Finely grate potatoes with onion and carrot into a large bowl. Set aside fo 15 minutes. Drain off any excess liquid. Mix in an egg, cloves, salt and black pepper. Combine with potato flour.
Pre-heat frying pan with oil on medium heat. Pour a spoonful of your batter into the pan, create a few small pancakes. Fry, turning once, until golden brown. Transfer to paper towel lined plates to drain. Repeat until all potato mixture is used.
